Team Submarine Towed Systems Program (TSTSP) Support for Thinline and Fatline Handling Systems

I. ORBIS Inc. engineering management and technical support services to the NAVSEA TSTSP for Thinline and Fatline handling systems and related shipboard equipment across all submarine classes.  Services provided include:

a.   Support Mechanical and electronic hardware design, design reviews and the generation of build-to-print drawings in support of OK-542/BQ Series, OA-9070E/BQ, OA-9070A/B/BQ, OK-634 (SSN21 Class, Ohio Replacement Program and OK-276 Series handling equipment.

b.   Support structural and system design analyses and data assessments in support of OK-542/BQ Series, OA-9070E/BQ, OA-9070A/B/BQ, OK-634 (SSN21 Class, Ohio Replacement Program and OK-276 Series handling equipment

c.   Shipboard and land based facility test requirements identification, procedure generation, test monitoring, test problem resolution, test result evaluations and reports – (OA-9070E Motor Power and Signal Cable Improvements, TBDD, OK-276 Series Reconfigurable Data Box, OA-9070E/BQ Technical Refresh II backfit)

d.   Provide legacy SSN/SSBN/NSSN TAHS and TAHE Product Configuration Data including clean and legible native files for Baseline Design Drawings, Baseline Parts Lists and Baseline Procedures (Assembly and Test).

e.   Review and assess impacts of OA-9070E Technical Refresh II backfit to in-service hulls and proposed obsolescence resolutions for Virginia Class OA-9070E TAHE.

f.   Provide engineering support of scientific research, experimentation and development concentrated on the analysis and evaluation of new handling system stowage and deployment systems and sub-systems.

g.   Handler change integration shipboard – ShipAlt engineering input and ShipAlt reviews

h.   Support NAVSEA (TSTSP) handling systems staff meetings, status meetings, program reviews and reliability performance metrics review meetings.

i.   Support engineering and technical support services to NAVSEA Middle Atlantic Regional Maintenance Center in design review/evaluation, hardware design, engineering documentation and drawing generation support for the formalization of Towed Systems Special Purpose Tools and Test Equipment.

II. Logistics, administrative and technical support services to the TSTSP for Thinline and Fatline arrays, handling systems, and related shipboard equipment across all submarine classes.  Services provided include:

a. Develop, draft, maintain, and update, Life-Cycle Integrated Logistics Support (ILS) documentation, including acquisition optional and required ILS documentation, to support the operation and sustainment of all PMS4011 managed systems through disposal.

b. Primary support for the internal and overall process of ILS Certifications including tracking, drafting, developing, comment consolidation, and submission of final submission in NDE. c. Support integrated logistics including engineering changes to technical publications and documentation in support of – Engineering Change Proposal (ECP) technical reviews, Engineering Change Instruction (ECI) reviews, and ILS Certification development including impact and review of Technical Manual Deficiency/Evaluation Reports (TMDER) change reviews, Technical Manual (TM) redlines, Allowance Parts List (APL) redlines, Maintenance Requirement Card (MRC) changes, Technical Feed Back Reports (TFBR) evaluations, Operating Instruction (OI) changes, Standardized Test Procedure (STP) changes, and Maintenance Standard (MS) generation and reviews.
